In part (translated): "The Council of Minister of the Ukrainian Soviet Socialist Republic (UkrSSR) and the Central Committee (CC) of the Communist Party of Bolsheviks of the Ukraine (CP/b/u) notes that the resolutions of the Council of Ministers of the Union of Soviet Socialist Republics (USSR) and the Council of Ministers of the UkrSSR concerning the expansion of your region's retail store network is being very slowly executed. During the second half of 1947, 168 stores were opened, while the planned number is 291, among which 38 local markets were opened, while the planned number is 49, 4 urban consumer cooperatives were opened, while the planned number is 30, and 105 rural consumer cooperatives were opened, while the planned number of 171. The opening of retail stores for bread sales is being carried out quite poorly; of the 30 stores planned, 16 have been opened. The repair of the retail facilities already in operation has not been completed. The retail spaces occupied for purposes other than those intended have not yet been fully vacated. The construction of the Smela bakery has not been completed...The Council of Ministers of the UkrSSR and the CC of the CP/b/u draws your attention to the exceptional importance of fully implementing all measures for ensuring the execution of the government's resolution in this matter."
