ARTHUR, Chester A. (1830-1886). President U. S. Vice President under Garfield, whom he succeeded on the later's assassination. ALS, 2pp. 8vo, Quartermaster General's Dept. , New York State, N. Y. , Dec. 13, 1862. To General Hillhouse. Arthur, at this time holding the rank of Brigadier General, writes: "ln case Major Price should resume his Comn. in the 74th Regt. I know just the man for the command of the 14Sth (Allen's) & one whom I would 1ike vastly to have appointed. I take the liberty of saying this, from the fact that the Governor asked me, men we were discussing this matter in Albany, to name a man for the place, if I could think of one. If the necessity should arise of appointing some other than Major Price, please advise me before making any appt that I may present the claims & qualifications of my candidate.
