First Edition.All three sessions of the Fifth Congress, each with a separate title page but paginated continuously. Includes the Alien and Sedition acts, the acts establishing the Marine Corps and the Department of the Navy, and a long "Act to Regulate Trade and Intercourse with the Indian Tribes." Includes the Constitution and a treaty with the Cherokees as appendices. Evans 32951, 34688 and 36479; Sabin 15502. Early owner's name on title page (Isaac Franklin, 1799). Condition: Rubbed, front joint and hinge cracked, front free endpaper detached; foxing within; very good.
