California autograph legislation tightens

Speaking as a Californian autograph collector I was a little annoyed at the further tightening of legislation surrounding autographs. The state government is now saying that the dealer will have to give you a certificate of authority for any signed item over $5. 

Say you're wanting to get a book signed by a favourite author or you bump into a football star in the street - if you later decided to sell that autographed piece on, you're going to have trouble.
